This is the list of Muslim Canditates who have passed with flying colours in the written part of Civil Services (Main) Examination, 2007 held by the Union Public Service Commission in October-November, 2007 and the interviews for Personality Test held in March-May, 2008, and who have been recommended for appointment to Indian Administrative Service, Indian Foreign Service, Indian Police Service and Central Services, Group ‘A’ and Group ‘B’.
First of all let me congratulate them. Hats off to Sister Mariam Farzhana Sadhiq who stands first among the successful canditates. All other twenty three brothers and a sister deserve congratulations.
Next, the details. The total number of canditates passed this year is 734. The total number of Muslim canditates is 25. ie 3.41%
The percentage of successful Muslim canditates continues to be around 3 to 5 % for the past 20 years. Whenever the UPSC results are announced I analyse and scan the list to find out the Muslim names. I have been doing it for the past fifteen years. It never reached the three digits. It never reached fifty.
I always end up frustrated, disappointed and disheartened. Questions, piercing, penetrating, intimidating questions boggle my mind. They rob my peace of mind. To be honest, I cannot find answers. Now I want to share them with you. Whether it will rob your peace of mind or not, I don't care. I want to relieve them. I would be happy if some of you could answer them.
The questions are as follows: What is the reason behind this stale performence? Why is this pathetic, insipid and faded performence repeated year after year? Who is responsible for this lacuna? What are the shortcomings? What are the deficiencies?
Don't we have enough graduates? Do our youth lack ambition? Who prevents them? Who debars them? Nobody. Then what bothers them? What is the remedy? Where lies the solution? If our youth are not aware of UPSC, whose responsibility is it anyway, to guide, counsel and motivate them? What is the role of SIO and Tahreek in this context? Where do they stand?
Tail piece : Two weeks back I came across a news item in the TOI chennai edition. It was about coaching classes for the canditates appearing for the November 2008 exam. The classes were being conducted by Jains for Jain students. Remember the Jains are the most wealthy, prosperous and enterprising community in India. You could find them anywhere. They are successful in every field. Do we have a lesson there?

Answers for your questions has to be obtained by field study.SIO cadres can be sent to the community , schools, colleges and madrasas equipped with a good well designed questtionnaire and obtain data which can be analysed. We can find the answers. Answers are to be obtained from divine inspirations (Quran, sunnah, seerah), scientific experimentation, Statistical analysis of historical data etc., Please dont try to get answers sitting before your desk tops which can be far from reality

Assalamu alaikum.
I fully agree with you prescription. The suggestion to take survey is good and it is also the need of the hour. We have to carryout this work in each and every mohalla.
In fact I got introduced to the tahreek when such a volunteer knocked my door with a questionnaire in hand. It was twenty years back. I also got involved in the suvey work and day after day wandered the streets, lanes, bylanes... Oh! It was a memorable experience!
We found that there are only five graduates in our locality of more than thirty thousand population..! No lady graduates!
The sad news is that we could not do any follow up work. We had no clear plans. The bundles of survey papers were kept in my grandma's house (at that time I had been using it as our iyakka aluvalagam)for years to come! And then I migrated to Chennai. Now I cannot recall, what happened to those forms..!
Anyhow, your suggestion is valid and we have to do something about it.
But the ultimate question is Who is to bell the cat?
One practical suggestion is that we should organise counselling camps and counsel the students to take up civil service as a carrier.

My guess is if you survey you will find the major reason for not taking up civil services will be that they will not get a plumpy salary.Now the whole world meters success by the amount of money you possess. Man's worth is measured in terms of wealth he holds. so what is needed is a total attitudinal change of the entire world. The outlook towards life as money earning and enjoying all the comforts,luxuries, amusements of this world, hoarding and withholding wealth from others for himself and his progeny.So in the long run what you are doing at present "the work of Dawah" is the one going to change the world view. People will start recognising real purpose of their life and creation. Each individual is created to serve a purpose in this universe.They will recognise the importance of farming and not let the fertile lands to become SEZ, car and mobile phone factories. Water will not become private property.

Azeezbhai, I enjoyed reading this excellent post. You ask some thoughtful questions. I'm a proud non-Muslim, and here's my response as such:

What is the reason behind this stale performence?
A LACK OF ENCOURAGEMENT FOR NON-KORANIC EDUCATION FROM ELDERS IN MANY MUSLIM COMMUNITIES.

ELDERS IN MANY MUSLIM COMMUNITIES HAVE NO COMMITMENT TO AN INCLUSIVE, GLOBALIZED SOCIETY, OR TO FOSTERING ANY SCIENTIFIC CULTURE.

Who is responsible for this lacuna?
ELDERS IN MANY MUSLIM COMMUNITIES.

AN EXCESSIVE CELEBRATION OF REGRESSIVE MADRASSA EDUCATION WHICH IGNORES MUCH SCIENCE, HISTORY, AND NON-ISLAMIC PHILOSOPHY, AS WELL AS FOSTERS A LACK OF INTEREST IN OTHER CULTURES.

I DISAGREE. THE MUSLIM COMMUNITY, CONTROLLED BY ITS MYOPIC ELDERS AND RELIGIOUS LEADERS, HAS EMERGED AS THE CHIEF ENEMY OF MUSLIM YOUNGSTERS.

INTRODUCE SCIENCE, MATHEMATICS, HISTORY AND NON-MUSLIM PHILOSOPHY IN MADRASSAS. ENCOURAGE YOUNG MUSLIMS TO LOOK OUTWARD, TO APPRECIATE NON-MUSLIM CULTURES, TO DEVELOP PASSIONS THAT DEMAND SKILLS AND INTELLIGENCE. DO NOT PUSH YOUNG MUSLIMS INTO JOBS SUCH AS SLAUGHTERING COWS AND REPAIRING MOTORCYCLES, HURTFUL JOBS WHICH IN NO WAY PRESERVE ANY WORTHWHILE "IDENTITY."

THE RAJINDER SACHAR COMMITTEE REPORT EXPOSED THE BACKWARDNESS OF INDIA'S MUSLIMS ON MANY EDUCATIONAL PARAMETERS. THE CHIEF REASON FOR THAT, THE REPORT AND SEVERAL OTHERS CONCLUDED, IS THE REGRESSIVE ATTITUDE TOWARDS A USEFUL, THEORY-DRIVEN SCIENTIFIC EDUCATION AMONG MANY MUSLIM ELDERS.
